UW-Madison's Hillman quoted in news articles on Walker's budget proposals

February 14, 2017

UW-Madison's Nicholas Hillman was recently quoted in two news articles from the Wisconsin State Journal and the Milwaukee Journal Sentinel about Gov. Scott Walker's 2017-19 budget proposals.

Hillman is an associate professor with the School of Education's Department of Educational Leadership and Policy Analysis who researches higher education finance and policy. Hillman also is a faculty affiliate with UW-Madison's La Follette School of Public Affairs, and is a Wisconsin Center for the Advancement of Postsecondary Education (WISCAPE) faculty affiliate.

The Wisconsin State Journal article is headlined: "Experts see flaws in Scott Walker's plan for UW System performance funding." Hillman has studied performance-based funding extensively, and the State Journal quotes Hillman on some of the potential issues with Walker's plans.

Hillman tells the State Journal that some of the categories that Walker's plan uses to distribute funds would be hard to collect accurate data for, as well as potentially backfiring against low-income or first-generation students.

The Milwaukee Journal Sentinel article is headlined, "Scott Walker proposes ranking UW campuses to divide new money," and it quotes Hillman saying studies show it is better to judge each campus individually rather than pitting schools against one another in this performance-based funding model.

"A one-size-fits-all approach is not a sustainable one," Hillman tells the Journal Sentinel.
